HUD’s Office of Healthcare Programs introduced Express Lane processing to give queue priority to low-risk Section 232/223(f) refinance applications, reducing the timeline from application to Firm Commitment from a typical 150 days to as few as 10 to 15 days. Eligibility, however, depends on a strict set of underwriting, operational, and quality-of-care criteria, and every applicable criterion must be met for an application to qualify. Where a deal falls just outside the criteria, the tool identifies the specific gap, giving sponsors a clear picture of what would need to change to access expedited processing. The Qualifier is an indicative screening tool, and HUD alone determines which applications are ultimately accepted for Express Lane processing.
